การดําเนินงานศูนย์พัฒนาเด็กเล็กในองคการบริหารส่วนตําบลพงเคน ั อําเภอนาตาล จังหวัดอุบลราชธานี Implementation Undertaken by the Early Childhood Development Centers under Pangken Administrative Organization in Natan District of Ubon Ratchathani Province ลําพูล บุญน้อย1 ไพโรจน์ พรหมมีเนตร2
บทคัดย่อ การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อศึกษาสภาพและข้อเสนอแนะการดําเนินงานศูนย์พัฒนาเด็กเล็กในองค์การ บริหารส่วนตําบลพังเคน อําเภอนาตาล จังหวัดอุบลราชธานีกลุ่มตัวอย่าง ได้แก่ผู้ปกครองในศูนย์พัฒนาเด็กเล็ก จํานวน 154 คน ได้มาโดยการสุ่มอย่างง่าย (Simple Random Sampling) เครื่องมือที่ใช้ในการวิจัยเป็นแบบสอบถามมาตร ส่วนประมาณค่า 5 ระดับ มีค่าความตรงเชิงเนื้อหา(IOC) = 0.94 ค่าความเชื่อมั่นทั้งฉบับ = 0.88 สถิติที่ใช้ในการวิเคราะห์ ข้อมูลได้แก่ค่าร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน ผลการวิจัย พบว่า 1) การดําเนินงานศูนย์พัฒนาเด็กเล็กในองค์การบริหารส่วนตําบลพังเคน อําเภอนาตาลจังหวัด อุบลราชธานีโดยภาพรวมอยู่ในระดับปานกลาง เมื่อพิจารณารายด้าน พบว่าด้านที่มีการดําเนินการมีค่าเฉลี่ยสูงสุดอยู่ระดับมาก คือการมีส่วนร่วม และการสนับสนุนจากชุมชน รองลงมาคือด้านอาคารสถานที่สิ่งแวดล้อม และความปลอดภัย ด้านวิชาการ และกิจกรรมตามหลักสูตรและด้านที่มีการดําเนินการมีค่าเฉลี่ยต่ําสุดอยู่ระดับปานกลางคือด้านบุคลากรและการบริหาร จัดการ 2) ข้อเสนอแนะ ด้านบุคลากรและการบริหารจัดการ หัวหน้าศูนย์เด็กเล็กควรมีบทบาทหน้าที่ในการรับผิดชอบ ดูแลบุคลากร และการดําเนนงานภายในศ ิ ูนย์ให้เป็นไปตามนโยบาย ด้านอาคารสถานที่สิ่งแวดล้อม และความปลอดภัย ศูนย์พัฒนาเด็กเล็ก ควรมีการติดตั้งเครื่องดับเพลิงอย่างน้อย 1 เครื่อง ในแต่ละชั้นของอาคารและมีการติดตั้งระบบและ อุปกรณ์ในการรักษาความปลอดภัย หรือเครื่องตัดไฟภายในบริเวณอาคารไว้อย่างครบครันและพร้อมใช้ด้านวิชาการ และกิจกรรมตามหลักสูตร ศูนย์พัฒนาเด็กเล็กต้องจัดให้ผู้ปกครองและชุมชนมีส่วนร่วมในการพัฒนาในลักษณะต่างๆใน การจัดการศึกษาให้กับเด็กได้รับการพัฒนาทั้งร่างกายอารมณ์จิตใจสังคม และสติปัญญาตามวัยและความสามารถของแต่ละ บุคคลด้านการมีส่วนร่วม และการสนับสนุนจากชุมชน ศูนย์พัฒนาเด็กเล็กต้องมีการสร้างสัมพันธ์กับชุมชนโดยการแจ้งผล การพัฒนาของเด็กเป็นประจําทุกภาคเรียน คําสําคัญ : การดําเนินงาน,ศูนย์พัฒนาเด็กเล็ก ABSTRACT The research aimed to study the states of the early childhood development centers under Pangken Administrative Organization in Natan district of Ubon Ratchathani province and to propose 1 นักศึกษาหลักสูตรศึกษาศาสตรมหาบัณฑิต สาขาวิชาการบริหารการศึกษา วิทยาลัยนครราชสีมา 2 คณะศึกษาศาสตร์และศิลปศาสตร์ วิทยาลัยนครราชสีมา อาจารย์ที่ปรึกษาสารนิพนธ์ การประชุมวิชาการและเสนอผลงานวิจัยระดับชาติครั้งที่ 3 ก้าวสู่ทศวรรษที่ 2: บูรณาการงานวิจัย ใช้องค์ความรู้สู่ความยั่งยืน“ 17 มิถุนายน 2559 ณ วิทยาลัยนครราชสมาี อําเภอเมือง จังหวัดนครราชสีมา 972 recommendations for the development of the same. The samples were 154 parents of children at the development centers in question. They were derived by a simple random sampling. The research instrument was a five-rating scale questionnaire with a confidence value equivalent to 0.88. Statistics used in data analysis were percentage, mean and standard deviation. The research found that 1) the implementation undertaken by the early childhood development centers under Pangken Administrative Organization was ranked moderate. As regards individual aspects, it was found that the community’s participation and support carried a maximum value. Ranked next in a descending order were buildings, settings, environment and security, academic works and curricular activities. Ranked in a moderate level were personnel and administration. 2) The recommendations were as follows. On personnel and administration: the center heads should play a leading role in taking responsibility in implementing the tasks according to the set policies. On building, environment, and security, at least one fire extinguisher should be installed on each floor of the building; security system and equipment should be installed. On academic works and curricular activities: children’s parents should be involved in activities and developments; children should be developed physically, mentally, socially and intellectually. On a community’s participation and support: the centers have to build relations with the community; a child’s development should be publicized to parents and those concerned.
